Objective, Scope and Limits of Mines and Minerals (Development and Regulating) Bill, 2011


What is the main objective of the proposed MMDR bill, 2011?
  It is to provide (mandatory) share of the profit generated to the people affected by the projects.

What is the percentage of share in MMDR bill, 2011 to the people?
  1. Coal mines have to give 26% of their post-tax profit.
  2. Major mineral miners have to give the share equal to the loyalty paid by them to the state
  3. Minor minerals miners’ percentage of share will be decided by the state on consultation with the National Mining Regulatory Authority (NMRA)

How people will receive money through this MMDR bill?
 Mining companies will pay the District mineral foundation (DMF) and this authority will pay the people.

Who will manage the DMF?
 As per the previous bill, head of the District Panchayat Council will manage the DMF. But according to this bill, the DMF will be managed by the chairperson (elected) of the District Panchayat Council.

How many members of the affected community will members of the DMF?
 According to this proposed bill, 3 members will be allowed to be part. No such numbers were given in the previous bill.

Role of centre in reviewing the percentage share (Demerit)
  It is said that the centre will review the percentage of share the companies needed to provide, keeping in mind the administered mechanism followed in the mining. This seems to be a move to dilute the bill, which in turn focuses on the profit of the companies. The centre says that since the pricing is administered, it is better to review depending on the profit of the mines.

Will captive coal mines be in the purview of the bill?
  Though the coal ministry has asked to levy separately, it is said that there will be no separate mode for them and it too will be under purview of the proposed bill.

  1. Prime Minister Manmohan Singh departed to Cannes, France on eve of the G20 summit.
  2. Grievance Redressal Bill will be passed as a compliment to Lok pal bill to curb corruption. This bill addresses the grievances of the common man related to public service. This will cover functioning of Panchayats, government and police.
International
  1. US dropped to 23rd place in adjustment for inequality in the recent U.N development index. Norway is the first in Human development index as well as inequality adjustment. It is followed by Australia in both. India ranks 164 in Human development index.
Business and Economy
  1. Pakistan granted Most favored Nation (MFN) status to India. India has already given this status to Pakistan in the year 1995. This move might increase bilateral trade between the countries.
  2. Google initiated free website offer to Small and Medium business (SMB) in India.
Science and Technology
  1.  Aging is slowed down by caloric reduction. This happens due to the enzyme peroxiiredoxin.
Sports
  1. West Indie won the first away series in eight years after defeating Bangladesh.

Current Affairs for November 2 (Dated:02.11.2011)

National

  1. Telecom Authority of India (TRAI) increased the number of sms per day from to 200 from 100. Note: Regulations were brought recently to control the unsolicited sms sent by tele marketing companies along with DND service which exists already.
  2. Nabam Tuki has been sworn in as the new Chief Minister of Arunachal Pradesh. Note: There was some problem in choosing the Chief Minister after the elections and now this has been brought to end.
  3. Petrol prices to be hiked by Rs.1.50 per litre. Reason: Depreciation of Rupee against dollar causing exchange rates during the import of crude oil costlier.


International
  1.  Peace deal has been signed in Nepal between the Maoists combatants and the political parties. These combatants will be integrated into the Nepali army to work in the areas of development, industrial security, forest security and disaster relief. They will be integrated individually according to army norms with flexibility.
  2.  The BASIC (Brazil, South Africa, India and China) developing countries have decided to have a common position and stake during the next month climate change conference in Durban. What they decided?: Stressing to extend the Kyoto Protocol and to step up in giving financial and technological support to developing countries.
  3.  Mustafa Abdul Jalil, the head of Libya’s Transitional National Council (TNC) will visit Egypt to have talks for the reconstruction of the country after the civil war.



Business and Economy
  1. Procurement policy has been approved by the union cabinet to make the government departments and PSU to give preference to micro and small entrepreneurs (MSE) including SC/ST entrepreneurs. What effect wil this have? 20 percent of the annual purchases of all the central ministries and PSU are to be from MSE’s and within that 4percent has to be given to SC/ST entrepreneurs. Notification to all the organization will come under section 11 of the Micro, Small and Medium enterprises development (MSMED) act, 2006.
  2. 36.3% growth in exports during the month of September.

  1. Abhinav Bindra(Shooting) and MS Dhoni(Cricket) conferred honorary Lieutenant Colonel  and Deepak Rao(Military trainer/Scientist/Author/Physician) as Honorary Major in territorial army.
  2. Salman Butt and Mohammad Asif sentenced to maximum jail term of seven years by the Southwark Crown court (London) for spot fixing during the England tour.


Science and Technology
  1.  China successfully launched its unmanned aircraft named Shenzhou-8. This will dock with the Tiangong-1 laboratory launched on September 29, 2011.  Reason: Launched to build the country’s first space station. Highlights: China will be the third nation to have space station after United States and Russia.

Important US Operations of recent times


  1. Operation Neptune Spear- US operation which killed Osama Bin Laden (also will be referred as Operation in Abbottabad or Operation Geronimo).
  2. Operation Odyssey Dawn – US and other coalition forces bombing in Libya.
  3. Operation New Dawn – US war in Iraq is renamed so in 2010. It was previously referred to as Operation Iraqi Freedom/ Second Gulf War.
  4. Operation Uphold Democracy – US operation in Haiti
  5. Operation Enduring Freedom – War in Afghanistan (also a collective name for ‘War on Terror’ in Afghanistan, Philippines, Horn of Africa, Pankisi Gorge, Trans Sahara, Caribbean and Central America and Kyrgyzstan). Operation Enduring Freedom in Philippines was previously called Operation Freedom Eagle.
